The Secure Care Research Institute is the research program of Patient Protect LLC. It studies the economics, concentration, disclosure, and systemic consequences of healthcare data exposure. Research is independently funded by Patient Protect and published with documented sources, methods, limitations, version histories, and citation guidance — whether or not findings support a commercial product decision.
Research charter
How SCRI operates.
Institutional research authority is earned through documented practices, not through the number of statistics on the screen. The following charter describes SCRI's standing rules for scope, funding, editorial control, and correction — the same rules apply to every publication.
Scope
SCRI studies the economics, concentration, disclosure, and systemic consequences of healthcare data exposure. Research subjects include breach cost modeling, dark-market PHI dynamics, AI amplification of attacker return, disclosure transparency, and vendor concentration in U.S. healthcare data processing.
Funding
The Institute is an independently funded research program of Patient Protect LLC. All research costs — data acquisition, analyst time, editorial review, and publication — are absorbed by Patient Protect. SCRI accepts no external funding, sponsored research, or vendor-directed inquiry.
Editorial control
Research topics, hypotheses, methods, findings, and publication timing are determined by SCRI. Patient Protect's product, marketing, and sales functions have no role in the design, execution, or approval of research. Research is published with its methods and limitations regardless of whether findings support a commercial product decision.
Corrections policy
Errors identified after publication are addressed through issue revisions with dated version metadata. Materially significant corrections receive an accompanying correction notice on the publication page. All prior versions remain available for the record.
Data usage
SCRI research draws on public regulatory records, state AG filings, published academic research, vendor-published dark-market pricing observations, and the Patient Protect Breach Intelligence Dashboard's multi-source compilation. Where the Institute uses proprietary Patient Protect data, that dependency is disclosed in methodology.
Author and reviewer responsibilities
The principal researcher is responsible for research design, execution, and publication. Contributing reviewers are named on the specific issues they review. Reviewers do not hold veto authority over publication but do surface methodological, factual, or interpretive concerns that must be addressed or explicitly acknowledged.

Founder & CEO, Patient Protect LLC
Alexander is the founder of Patient Protect and the principal researcher of the Secure Care Research Institute. He designs and executes the Institute's research program, authors its publications, and holds editorial authority for methodology and findings.
His research focus is the economic architecture of healthcare data exposure — the intersection of dark-market pricing dynamics, disclosure asymmetry, AI-driven attacker amplification, and the concentration of population risk in a small number of upstream platform vendors. Prior to Patient Protect he built consumer and enterprise technology products across a 15-year career.
His two foundational papers — The Economics of ePHI Exposure and The Cyber-Economic Stack — are available on SSRN. The State of Compliance quarterly series extends both papers empirically against ongoing breach activity.

Named on the issues they review.
Reviewers surface methodological, factual, or interpretive concerns before publication. They do not hold veto authority but any unresolved concern is either addressed in the manuscript or explicitly acknowledged as an open point.
